ABOUT THE PRESENTERS

Vinnie Viola

Vinnie is the Principal of Birch Island Real Estate Consulting. Formed in 2013, the practice consults with developers, operators, and investors of multifamily housing about the intricacies Low-Income Housing Tax Credit (LIHTC) program, maximizing real estate performance, and much more. Vinnie is passionate about asset management and coaching professionals at all levels. Over the past decade, he has hosted over 300 live webcasts and delivered customized private trainings on multifamily asset management practices and related topics. He earned a BA from the University of Massachusetts and an MPA from the University of Texas, Dallas; he also holds a certificate in real estate finance from Boston University’s Metropolitan College.

 

Janine Betsey

Janine works at Gene B Glick Company, Inc. as the Director of Tax Credit Development.  Gene B Glick Company is a privately held company with almost 80 years of experience in developing, managing and preserving affordable housing.  Janine joined the Tax Credit team in 2021 to define and implement a strategy for rehabbing Glick properties utilizing low-income housing tax credit equity. Janine brings a passion for high-quality, affordable housing with services to her role. She works to integrate different goals into a long-term strategy for rehabbing and further preserving the high-quality physical and human assets that exist at Gene B. Glick Company and with our residents.  To date the company has repositioned over 2000 Apartment Homes utilizing over $200MM of bond volume and 4% credits.  Prior to joining the Glick team, Janine served as the President and CEO of Merchants Affordable Housing Corp (RDoor). She worked to grow that nonprofit's assets by $60 million and add 1700 apartment homes to their portfolio in 8 years. Janine graduated with a bachelor’s degree in Sociology and holds a Master's in Public Affairs, with a concentration in Policy Analysis, both from Indiana University Indy.

 

Mark Burch

Mark is a highly skilled and dedicated professional who supervises the Contract Renewal and Rent Adjustment departments for both Indiana and North Carolina Quadel. Quadel, as the Project Based Contract Administration (PBCA), works in co-ordination with its state partners to provide accurate and timely processing of contract renewal requests in accordance with HUD guidelines. A graduate of Indiana University and Indiana University School of Law, Mark joined Quadel in 2012 and has deep expertise in the complexities involved in Section 8 Contract Renewals, working with HUD, training new employees, and helping agents and owners understand their best options moving forward. Under his leadership, the Quadel team consistently delivers high-quality services in this area.
