About the Presenters

Vinnie Viola

Vinnie Viola is principal of Birch Island Real Estate Consulting. Formed in 2013, the practice consults with developers, operators, and investors of multifamily housing about the intricacies Low-Income Housing Tax Credit (LIHTC) program and maximizing real estate operations. Vinnie is passionate about asset management and coaching professionals in the affordable housing space. Over the past decade, he has hosted nearly 300 live webcasts and delivered private trainings on multifamily asset management practices and related topics.

 

Vinnie’s experience builds on work in for-profit, government and not-for-profit organizations that invest in, manage and regulate affordable housing. He spent ten years in leadership roles at Boston Financial Investment Management and Boston Capital, which provided a solid foundation in real estate asset management and the LIHTC program. ​​More recently, Vinnie served as Director of Asset Management at Madison Park Development Corporation. He earned a BA from the University of Massachusetts and an MPA from the University of Texas, Dallas; he holds a certificate in real estate finance from Boston University’s Metropolitan College.

 

Mark Burch

Mark Burch is a highly skilled and dedicated professional who supervises the Contract Renewal and Rent Adjustment departments for both Indiana and North Carolina Quadel. Quadel, as the Project Based Contract Administration (PBCA), works in coordination with its state partners to provide accurate and timely processing of contract renewal requests in accordance with HUD guidelines. A graduate of Indiana University and Indiana University School of Law, Mark joined Quadel in 2012 and has deep expertise in the complexities involved in Section 8 Contract Renewals, working with HUD, training new employees, and helping agents and owners understand their best options moving forward. Under his leadership, the Quadel team consistently delivers high-quality services in this area.
