About This Training
Are you anxious about an upcoming Management & Occupancy Review (MOR)? Did your property perform poorly on a recent MOR? No worries…the MOR process does not have to be stressful or confusing! Let webcast host, Vinnie Viola, and presenter Kelly Garver of Quadel Consulting & Training give you the tools you need to develop and implement good management practices to approach the MOR with confidence. The best time to prepare for an MOR is long before you receive your MOR appointment letter. A big key to success is to always prepare (well in advance!) for an MOR using the same tools the auditors use whenever possible – let us show you how!
The training will cover Form HUD-9834 with Addenda and the MOR process from initial scheduling through receiving the MOR closeout letter. The presenter will also share helpful tips and guidance regarding Enterprise Income Verification (EIV) compliance, Tenant Selection Plans, VAWA Emergency Transfer Plans as well as other important topics from their combined experience and expertise with HUD MOR requirements.

About the Presenters
Kelly Garver
Kelly Garver joined Quadel as a Program Compliance Specialist in 2019. Through exceptional performance results she was promoted to Senior Compliance Specialist, followed by Indiana Compliance Manager. In September 2023, she assumed responsibilities for Quadel’s PBCA compliance in both Indiana and North Carolina. Prior to Quadel, Kelly worked as a Service Coordinator in an urban Section 8 family community. This role provided her with the opportunity to assist residents and expand her knowledge of PBCA properties. She succeeded in providing eviction prevention, crisis intervention, food insecurity prevention, employment training and vast programing for children in need.
Vinnie Viola, MPA
Vinnie Viola is founder and principal of Birch Island Real Estate Consulting, LLC, founded in 2013. Building on 30+ years of broad affordable housing experience, Vinnie's company provides consulting services and training to developers, investors and operators of multifamily housing with expertise in Low-Income Housing Tax Credit (LIHTC) program. He has expertise in multifamily asset management best practices. Over his career, he has proactively asset managed thousands of multifamily rental units in hundreds of investment partnerships, comprising billions in investor contributed tax credit equity. Vinnie earned a BA from University of Massachusetts, Boston and an MPA from University of Texas, Dallas. He also completed a certificate in real estate finance from Boston University’s Metropolitan College. Vinnie served as Director of Asset Management with non-profit developer Madison Park Development Corporation, located in Nubian Square, Boston, MA from November 2019 to January 2023.
